ETF - European Training Foundation - Vocational Education and Training Systems for Human Capital Development

The European Training Foundation (ETF) is an agency of the European Union (EU). It helps partner countries surrounding the EU to reform their vocational education and training systems in a lifelong perspective, and bring out the full potential of their people.

Human capital development programmes

The ETF is funded by the EU’s external relations programmes, and its work is designed to maximise investment in education and training reform in partner countries, in line with the EU’s external relations policies. By supporting human capital development, ETF contributes to economic development, long-term stability and socio-economic equilibrium in EU-neighbouring countries.

Education and training programmes for developing economies

The ETF encourages a holistic approach to learning and one that encompasses every aspect of education and training throughout an individual’s lifetime. This is the best way to help transitioning and developing economies to increase their prosperity, create sustainable growth and encourage social inclusion.

Complete vocational education and training systems

The ETF helps its partner countries to modernise their vocational education and training systems, equipping their people with the knowledge, skills and wider competences to take part in dynamic economies and societies.

The ETF regards education and training as part of one complete learning system.

In today’s fast-changing world, limited approaches are no longer sustainable, especially when it comes to tackling the enormous social and economic challenges our partner countries often face.

Human capital development policies and assistance

On a broader level, the ETF's experts provide information, advice and help to the European community in designing human capital development policies in partner countries, also feeding into regional initiatives such as the Eastern Partnership and the Union for the Mediterranean.

We also support relevant stakeholders in partner countries to build capacity in human capital development, help deliver community assistance to stakeholders in partner countries and encourage networking and the sharing of information, experience and good practice.

Human capital development partners

As an international centre of expertise, the ETF works closely with relevant stakeholder groups to promote and facilitate cooperation, knowledge development and exchanges of experience in the field of human capital development.

These include policymakers, practitioners, donors and social partners in the EU, its member states and partner countries, and also European and international institutions such as the European Centre for the Development of Vocational Training (Cedefop), EU Member State bilateral donor organisations, the European Investment Bank (EIB), the World Bank, the Organisation for Economic Cooperation and Development (OECD), the International Labour Organization (ILO) and the United Nations Educational, Scientific and Cultural Organization (UNESCO).
